Ms. Miller (formerly Bailey) was born in Livermore, California on June 4, 1969. She graduated with Highest Honors from the University of California at Santa Barbara with a Bachelor of Arts degree in 1991. In 1995, Ms. Miller received her Juris Doctor with Great Distinction from McGeorge School of Law, University of the Pacific. She was the Valedictorian of her graduating class and was named a member of the Order of the Coif. While attending McGeorge School of Law, Ms. Miller was a member of the Pacific Law Review, received honors in trial advocacy, and was given American Jurisprudence Awards (to the student receiving the highest grade) for coursework in civil procedure, evidence, constitutional law and property.

Ms. Miller was admitted to the California State Bar in 1995. She is also licensed to practice in the U.S. Court of Appeals, Ninth Circuit, and the U.S. District Court for the Northern and Eastern Districts of California. She is a member of the Santa Clara County Bar Association and the Association of Defense Counsel of Northern California.
