Josh Borger received his Bachelor of Arts in Philosophy and Economics from Muhlenberg College in 1998, and Juris Doctor from Boston College Law School in 2002. Following college, Josh spent a year in Israel as a fellow through Project Otzma studying Israel/Diaspora relations and Middle Eastern politics.

While in law school, Josh worked for the Natural Resources Defense Council, Conservation Law Foundation, and United States Department of the Interior. In addition, Josh represented low income clients in civil legal matters for the Boston College Legal Assistance Bureau, drafted articles on international human rights law for The Jerusalem Center for Public Affairs, and analyzed refugee and asylum claims for Boston College Law School’s El Paso Immigration Project. He was also a member of the law school’s Environmental Moot Court Team.

Josh received the Drinan Family Fund Award, which provides financial assistance to a recent Boston College Law School graduate so that he or she may pursue a public interest career.

Following law school, Josh clerked for the Honorable Margaret B. Seymour in the United States District Court for the District of South Carolina. After clerking, Josh spent two years as a staff attorney for the Environmental Law Foundation, focusing on governmental violations of natural resource laws.

He is admitted to the Bars of Massachusetts and California.
